Title Alcohol Ignition Interlock Evaluation (Nova Scotia)

Description The Traffic Injury Research Foundation (TIRF) has been contracted by Nova Scotia’s Department of Transportation and Infrastructure Renewal to evaluate its Alcohol Ignition Interlock Program. The overall goal of this project is to conduct a process and outcome evaluation of the Program.

The objectives of the evaluation are to determine the effectiveness of the Program in reducing drinking and driving; examine participation rates; gauge stakeholders’ perceptions of the program; ascertain how the implementation of the program compares to expectations; and, to identify potential improvements to the program.

There are three phases to the project. The first phase involves the development of robust methodologies for both a process and an outcome evaluation framework. In the second phase, TIRF will conduct the process evaluation to identify successes and challenges associated with program implementation, examine program fidelity in relation to the planning process, and explore the experiences of the various agencies involved in implementation with regard to what activities worked well and where improvements can be made. During the third phase of the project, TIRF will undertake an outcome evaluation to measure a range of program outcomes including, the impact of treatment in conjunction with interlock supervision, impacts on family, overall program participation, and rates of recidivism, among other things.

The evaluation will take place from 2009 to 2014 using a rigorous methodology employing both qualitative and quantitative elements.
