Title Case study on the transition to mandatory interlocks for all offenders

Description The Traffic Injury Research Foundation (TIRF) is pleased to announce that it has been contracted by the Century Council to conduct a case study of the transition to mandatory alcohol interlocks for all offenders. The goal of this project is to provide key stakeholders, agencies and other jurisdictions with guidance to support the transition to mandatory interlocks for all offenders, and needed strategies to accomplish this goal.

The objectives of the case study are to explore how jurisdictions have prepared for this transition and to highlight critical steps in the process between the passage of legislation and the point at which it takes effect. This work can assist other jurisdictions in preparing for a full alcohol interlock program implementation that includes all offenders.

There are two phases to the project. The first phase involves the examination and review of the experience in one jurisdiction, with consideration of activities in other jurisdictions that can further augment and enhance the process. The methodological approach to achieve this will include the development of a timeline of relevant activities, a critical review of key documents and planning materials, and a Delphi panel of expert witnesses to collect additional input from key stakeholders and agencies involved in implementation. Information collected will be interpreted using a “system improvements” paradigm that acknowledges the many parts of the system used to deliver alcohol interlocks.

The second phase involves the development of a guidebook for other states that may be planning to implement similar mandatory alcohol interlock programs. The guidebook will be based on the information collected from phase one in conjunction with key informant interviews with representatives from other jurisdictions that have undertaken this process. The purpose of the guidebook is to provide a blueprint to guide activities in other states to enhance the effectiveness of mandatory programs.

The project will start in May 2009 and will be completed by early 2010.
